Uh because you've not used ifconfig correctly. Try:

ifconfig vr0 inet 192.168.1.3/24

Or, if you're unfamiliar with CIDR notation, then:

ifconfig vr0 inet 192.168.1.3 netmask 255.255.255.0

Assuming of course, that is your desired subnet mask.
